A Herniation is not a cyst or a boil, it is a layer of inner tissue, pressing through a gap (that shouldn't be there) in the outer tissue layer. For instance, a herniated disc happens when the nucleus breaks through the annular ring, which is a band of ligamentous fibers that holds the disc in place. An intestinal hernia is when a gap or fissure occurs in the abdominal wall and a piece of intestine pokes through. While a fissure in the plantar fascial tendon is certainly possible, there is no squishy easily mobile stuff to poke through it. Herination is not at all likely. I won't quite go so far as to say it's impossible, but if you have it, you're going to get written up in a medical textbook somewhere.
The plantar fascial tendon (sometimes called the plantar aponeuroses) runs from the bottom of all 5 toes at the ball of the foot, back to the heel, getting narrower as it goes until it is a little larger than the width of your thumb, where it attaches to the front of the heel. You need to go to a podiatrist and have this looked at. PF doesn't feel at all "liquid like". If the walls of this puffiness feel like it is roughtly equal thickness all over, it is likely that it is some sort of cyst. 5 cm wide, that pretty much covers the entire width of the heel, and unless you're VERY tall, 10cm long goes well into the arch of your foot. This needs to be seen by a podiatrist. Self-diagnosis, and self-help won't cut it on this.
